職位描述

Job Accountabilities / Responsibilities
? Overall supervision and overseeing the Quality Control functions/ activities of the projects to ensure the work performed and the end products meet the quality and standards as specified in the contracts.
? Reviews and audits the Quality Management Systems and Project Quality Plans to ensure the objectives and key performance indices of the quality programs are met.
? Reviews, audits, and checks in-house and contractors’ quality assurance and quality control procedures, programs, inspection & test plans, inspection, and audits reports to ensure findings, deficiencies and non-conformances are immediately attended to and rectified.　　
? Supports the Project team to review, audit, investigate and mitigate quality issues, deficiencies, and non-conformances.
? Oversees and participates in quality audits and assessment pertaining to the implementation of the Project Quality Plans and programs.
? Continuously assess the performance of the contractors, subcontractors, suppliers, and vendors to ensure their continuous quality improvement programs are being implemented in the areas lacking.
? Liaise with the QA/QC personnel (engineers, auditors/ assessors, inspections, etc.) to ensure the Inspection & Test Plans are adequate and to witness the inspection and testing activities. Review and check the inspection and test reports to ensure proper and adequate attention has been provided on all quality matters. Liaise with the document controller to file all quality records, reports, and documentation.
? Oversees the qualification of work site QC personnel (NDE technicians, welders, painters/ coaters, etc.) to ensure they meet the standard of skills as required.
? Oversees the qualification of the QC procedures (welding procedure specifications, NDE procedures, painting/coating procedures, equipment calibration procedures, etc) to ensure the procedures are adequate and adherence to these procedures will result in meeting the quality standards required.
? Supports and participates in internal/ external audits and follow-up with the close out of all findings and non-conformances.
? Provide coaching, mentoring and other professional development activities in support of QA/QC staff.
? Focused on delivery, quality, and timing.
? Strong interpersonal skills and the ability to openly communicate with team members and peers.
? Ability to work within a team environment and be an active team member.
? Ability to manage time and priorities effectively.
? Ability to work effectively and efficiently in a multi-discipline, multi-cultural environment.
Job Holder Requirement
Qualifications:
1． Internationally recognized qualifications relating to Quality Assurance and Control, Member of recognized professional safety bodies.
2. Able to communicate and demonstrate leadership experience across projects and teams.
3. QA/QC focused and ability to create safety conscious environment for Company and Contractor site teams;
4. Extensive experience in development of Project QA/QC philosophies, strategies, and procedures.
5. Extensive QA/QC project management experience from Engineering, Fabrication through to Hook Up and Commissioning.
6. Familiar with ISO’s and Codes of Practice.
7. Knowledge of fabrication contractors/ entities and experience in working with them.
8. A good command of English both verbal and written.
9. A good command of verbal Mandarin with reading being an advantage.
　　 Experience
1 Minimum of 15 years of oil & gas experience of which 4 years must be an QA/QC Lead position and 10 years must be related to upstream offshore sector.
